AMC Signs Agreement with Human Resource Management Association of Manitoba - 2006
On Wednesday, March 15, 2006, the Assembly of Manitoba Chiefs and the Human Resource Management Association of Manitoba signed a partnership agreement that will see the two groups work together to increase First Nation representation in the workforce.

The signing ceremony took place during HRMAM’s Leadership Awards Dinner held at the Delta Hotel, Winnipeg. HRMAM’s mission is to enhance and promote the value of the human resource profession and practices across Manitoba. HRMAM is a gateway to Manitoba employers through their 1,000 members. The agreement represents an opportunity for First Nations to connect with HRMAM members and, in turn, their employers.

The AMC and HRMAM agree to jointly advocate for higher employment levels of First Nation people, promote the value and practice of the Human Resource profession and work together to develop and implement an annual action plan to identify and eliminate barriers to First Nation employment.
Grand Chief of the AMC, Ron Evans says that the partnership agreement with HRMAM will enhance First Nation employment opportunities in the various occupations. “I am very excited by the new agreement,” Grand Chief Evans says. “This agreement will benefit all Manitobans by addressing the hurdles that face First Nation individuals looking for employment. Aboriginal people are the fastest growing segment of Manitoba’s population and represent a viable, made-at-home solution to the issue of Baby Boomers leaving the workforce.”


The AMC and HRMAM agreement represents a promise to work together to will exchange information. It is hoped that such an information exchange will educate human resource professionals about First Nation people, and First Nation people and communities will learn more about the value and function of the Human Resource profession.

INTRODUCTION

The Human Resource (HR) unit is involved in the administration of Human Resource management functions, including partnership development, employment equity, health and safety, conference planning, apprenticeship and employment and training initiatives.
Human Resources Management Functions:
• Assisting the organization in attracting the quality and quantity of candidates required, in light of the organization’s strategic and operational goals, staffing needs and cultural affiliation.
• Helping to create a climate in which employees are encouraged to develop and utilize their skills to the fullest potential.
• Helping to maintain performance standards and increase productivity through orientation, training, development, job design, effective communications, and performance appraisals.
• Helping to establish and maintain a harmonious working relationship with employees.
• Helping to create and maintain a safe and healthy work environment.
• Developing alternative support functions to meet the economic, psychological, and social needs of the employees.
• Ensuring that the organization is in compliance with provincial and federal laws effecting the workplace such as human rights, occupational health and safety, employment standards, and labour relations legislation.
KEY ISSUES AND CHALLENGES

AMC continues to recruit and promote partnership development with the private, public, federal and provincial sectors, with the objective of enhancing First Nation employment and training opportunities. One of the major challenges to entering a partnership agreement is the commitment by some of partners to establish an accountability framework that consists of setting targets in the various occupational groupings.

Another challenge with some of the agreements is the issue of redress in relation to Labour disputes, as AMC has no legal authority or mandate to address such complex issues.

LINKAGES TO FIRST NATIONS COMMUNITIES

• AMC has developed a network system that includes all First Nations, therefore all employment, apprenticeship and training opportunities are advertised in all First Nations communities including First Nations organizations in the urban area.
• AMC facilitates and coordinates First Nation community based apprenticeship and trades programs.
• Many of our partnership agreements that are in close proximity to First Nation communities have provided economic development and employment opportunities.
ACCOMPLISHMENTS

Health and Safety:

The HR unit developed a Health and Safety committee according to Health and Safety legislative requirements. The committee is comprised of AMC employees from the various occupational grouping.

The objective of the committee is to meet on a quarterly basis to discuss and address health and safety related issues of all employees of AMC.

As a result of the partnership agreements, 173 participants received training and 124 First Nations are currently employed in full time positions.

The geographic area within the Burntwood Regional Health Authority includes 210,000 square miles of Manitoba lying north of the 53rd parallel, excluding areas around Flin Flon, The Pas, and Churchill.
