BACKGROUND
At the Chiefs-In-Assembly held in Sioux Valley Dakota Nation, Resolution MAR-01-30 endorsed the establishment of a Treaty Commission Process (TCP).
AMC submitted a proposal for a “pre-development phase” to include, oral research history, and preparatory research for strategy building for a Treaties forum.
A verbal commitment for $150,000 received from DIAND.
Grand Chief White Bird noted at the Chiefs-In-Assembly (March 9, 2001) that:
The Treaty Commission Process will be independent of any other initiative or office in Manitoba;
AMC’s role is to coordinate and facilitate the establishment of the Treaty Commission Process and make presentations to the Chiefs-In-Assembly for review and decisions;
The mechanism or structure of the Treaty Commission Process has not been identified;
There are no formal arrangements, e.g., terms of reference or protocol in place between AMC and Canada;
Oral History
Elders knowledge on treaties and treaty making process is critical and acknowledged that there is work that has been done, is currently underway or in the planning stages by various First Nations at the community level or through their political offices.
